HOLA MAHALLA CELEBRATIONS IN NEW DELHI
Holi festival is celebrated in most parts of India. This is celebrated to mark the victory of good over evil.Holika aunt of Bhagat Prahlad tried to burn him at the order of Harnaakhash.But Bhagat Prahlad was saved and she got burned. Festival is celebrated by throwing colors on each other. People have forgotten the story behind this and celebrate the festival just as fun and entertainment. In Gurbani also it is mentioned that how God has preserved the honor of His devotees (bhagats).
ਹਰਿ ਜੁਗੁ ਜੁਗੁ ਭਗਤ ਉਪਾਇਆ ਪੈਜ ਰਖਦਾ ਆਇਆ ਰਾਮ ਰਾਜੇ ॥
हरि जुगु जुगु भगत उपाइआ पैज रखदा आइआ राम राजे ॥ har jug jug bhagat upaa-i-aa paij rakh-daa aa-i-aa raam raajay.
In each and every age, He creates His devotees and preserves their honor, O Lord King.
ਹਰਣਾਖਸੁ ਦੁਸਟੁ ਹਰਿ ਮਾਰਿਆ ਪ੍ਰਹਲਾਦੁ ਤਰਾਇਆ ॥
हरणाखसु दुसटु हरि मारिआ प्रहलादु तराइआ ॥
harnaakhas dusat har maari-aa parahlaad taraa-i-aa. The Lord killed the wicked Harnaakhash, and saved Prahlaad.
ਅਹੰਕਾਰੀਆ ਨਿੰਦਕਾ ਪਿਠਿ ਦੇਇ ਨਾਮਦੇਉ ਮੁਖਿ ਲਾਇਆ ॥
अहंकारीआ निंदका पिठि देइ नामदेउ मुखि लाइआ ॥ ahaNkaaree-aa nindkaa pith day-ay naamday-o mukh laa-i-aa.
He turned his back on the egotists and slanderers, and showed His Face to Naam Dayv.
ਜਨ ਨਾਨਕ ਐਸਾ ਹਰਿ ਸੇਵਿਆ ਅੰਤਿ ਲਏ ਛਡਾਇਆ ॥੪॥੧੩॥੨੦॥ जन नानक ऐसा हरि सेविआ अंति लए छडाइआ ॥४॥१३॥२०॥
jan naanak aisaa har sayvi-aa ant la-ay chhadaa-i-aa. 41320
Servant Nanak has so served the Lord, that He will deliver him in the end. 41320
Guru Gobind Singh Ji ordered his khalsa not to celebrate this way instead celebrate HOLA MAHALLA by doing katha,kirtan and military exercises. To keep his khalsa physical fit, He introduced mock battles in which Sikhs used to show their skills in horse riding,archery,swordsmanship.

I had heard in some katha :
Mahalla means M+Halls self=Attack ...That is whay we see the traditions of halla bol at Annandpur and Abchalnagar(hazoor).
The other metraphorical meaning could also be , attacking the evils within.
